Do I need a permit for HVAC work in Queens?

Split-system installs need a mechanical filing; roof-mounted equipment or penetrations through a roof, wall or fire division need an Equipment Use Permit as well. The filing path is the one thing that genuinely is the same across the whole borough.
New York City does not treat a new split system as an ordinary repair. It is an alteration to the building's systems, so it is filed with the DOB rather than exempted. Whether your particular job also needs an Equipment Use Permit depends on where the equipment sits and what it penetrates, which we confirm before filing.

It is worth understanding what it does and does not cover: the 2026-2030 programme pays for heat pump systems sized to carry a home's entire heating load, and pays nothing for adding a mini-split to a single room.
A full residential replacement that removes or disables the fossil-fuel system is worth $8,000, rising to $10,000 in a designated Disadvantaged Community. Equipment has to be cold-climate rated to perform at 5°F. Disadvantaged Community status is set at census-tract level, so it is worth checking your specific address rather than assuming from the town name.
